The European Union has opened a formal investigation into X, targeting how the platform handled nonconsensual sexualized deepfakes generated by its Grok AI chatbot. Regulators said the case will assess whether X met obligations under the Digital Services Act (DSA), which requires major online platforms to reduce systemic risks and respond effectively to illegal or harmful content.

The Commission’s concerns extend beyond individual posts to the platform’s overall safeguards—what tools were in place, how quickly they were deployed, and whether X’s risk assessments anticipated the way image manipulation features could be used to create abusive material.

Why recommendation systems are part of the case

Regulators also widened a separate investigation into X’s recommendation systems after the platform said it would use Grok’s AI system more deeply in deciding what content users see. The risk, officials argue, is that automated curation can accelerate the spread of harmful material if guardrails fail, and can make enforcement problems scale rapidly across borders.

X has said it has zero tolerance for child exploitation and nonconsensual nudity, and the EU inquiry will examine whether those policies were operationally effective at the scale and speed required by law. The investigation covers Grok’s use within X, not any standalone service outside the platform.

What enforcement could look like

DSA investigations can result in mandated changes to product design and governance, such as tighter access controls, safer defaults, stronger detection and reporting systems, and independent audits. The case is being watched closely by the broader tech industry because it could shape how AI features are launched, tested, and monitored in consumer platforms across Europe.
